When a fund wants to buy two million shares, it can't do it on the open exchange without moving the price against itself. So it trades in a private venue — a dark pool — where the order isn't visible until after it's done.
Those trades still get reported. Cluster them by price and you get a short list of levels where enormous size changed hands. Price tends to respect those levels later, because the people who filled there care about defending them. That's the whole idea: find the prices institutions already committed to, and trade around them.
A level on its own only tells you where to be interested. Three questions have to line up before a setup is worth taking, and each indicator answers exactly one of them.
